The paper declares that the Channel fleet, which Lord Tweedmouth declared was "instantly ready." is weaker tliau Germany's "instantly-ready" fleet, the excuse being that support is available from the Home fleet, which is only practically ready. The Spectator attacks Admiral Fisher, declaring the predominant influence of absolute power has made him reckless. It also' states that Admiral Lord Qiarles Beresfonl is alarmed, since he ® eonscions that he is unable to do what he would be called upon to do in the event of a sudden attack. It is reported that the Admiralty has 1 Summoned Lord Charles Beresford to 1 Consult with him to-day. i
