TARANAKI COUNTY COUNCIL.
SPECIAL MEETTNO. The Taranaki County Council held a special meeting on Tuesda y to consider the Model By-laws and 'the proposed Local (.'ovcrumeut Bill. All the councillors were present. MODEL BY-LAWS.
The Council recommended an amendment of clause 3 to enable a local authority to adopt only such parts of the heavy traffic by-laws as it may think fit; to amend clause 4 to provide that instead of posting pr-nted copies of the bylaws on every bridge, etc., it be sufficient to advertise that the by-laws have been I adopted, the local authority lo sell printed copies of the same; lo make certain additions to the method of computing weight of loads; to delete by-law .54, which provides that the driver of every vehicle required to he licensed shall have the license in his immediate personal possession for presentation to the inspector on demand; to amend provisions re fixing width of tyres, and lights on various vehicles; to amend by-law 73 to provide that no person shall drive over certain bridges at other than a walking pace.
LOCAL GOVERNMENT BILL. The Council then considered the provisions of the proposed Local Government Mil, and decided to recommend in regard to local elections that suij-section 3 of section 12 he struck out. which provides that "in the ease of husband and wife iiiiy qualification possessed by cither of them shall be deemed to be possessed by both of them; to strike out section 15. which provides that an elector having qualifications in more than one riding may select the riding for which lie is to be entered in the electors' list; that the voter's qualification remain as at present; that local bodies be empowered to pay members of committees; in regard to rate, that "waterworks" ought to be more clearly defined (see. 117). The Council will oppose section 13 J, which gives the Goveiuor-in-Couneil authority to issue a proclamation declaring any road district to constitute a county, provided, inter alia, that a petition of not less than one-fourth of the ratepayers is presented to him praying him to constitute the said new countv.
ORDINARY BUSINESS. The Council then dealt with ordinary business. WAIPUKU BRIDGE. The Stratford County Council complained that this Council had neglected to place a ballast plank at the Waipuku Bridge as promised some time ago.—The foreman will attend to the matter. NO RESPONSIBILITY.
Mr. J. Whitakcr, secretary to the Taraiiaki Co-operative Bacon Company, complained that the diversion of the Wuiwakaiho River by the bridge eon--1 rail or had .seriously damaged the road lo the company's piggeries.
The chairman said lie luul been out to the snot, niul li« could not see that any harm was being done. The engineer f Air. .lolm Skinner), who attended at this juncture, said that the damage complained of had been done some time before work on the bridge was even commenced, if anything, the new work would divert the stream to the advantage of the company. Mr. F. Drozdow*ki complained that the Council had encroached on his land in building the new YVaiongona bridge, and claimed compensation. The engineer said the encroachment was so small as lo be hardly measurable. The land taken might be worth (is or Ills, whilst io bring it under the Land Transfer Act would probably eost £0 or U7. Mr. Drozdowsld had been aware that a slight encroachment might be made, and had been informed the Council would pay compensation. Referred 1o Mr. Stevens and the engineer to interview the complainant.
