THE COLONIAL OFFICE.
DISCUSSION BY IMPERIAL CONFERENCE. Received 10th, 12.5 a.m. London, May 15. Mr. Deakin's resolution was discussed relating to the reorganisation of the Colonial Office. Mr. Deakin said the efficient administration of this great public department was becoming yearly more important. It was imperative that it should periodically re-adopt its methods, and machinery to the cliain'iii" circumstances. He showed how much out of touch even the best colonial ollicials must be if they conducted all business by correspondence alone. Thev must infuse new blood if they hopeii to keep step with the development of the self-governing dominions, and must work outside the Colonial OMcc, among interests and places affected. Mr. Deakin sketched the duties he proposed for the new Imperial Secretariat. Lord Elgin doubted the practicability of an interchange of officials, and warmly defended his staff. The constitution of the new secretariat would require time and great caution Sir Wilfrid Laurier moved a vote of thanks to Lord Elgin, expressing warin and sincere appreciation of his presidency, thanking Him for many couiiesies, and desiring to place on record the deep sense of gratitude the Colonial representatives felt for the generous hospitality of the Government and people of the Motherland. Mr. Deakin seconded, expressing the hope that the next Conference would be held when Parliamnt was not sitting, and the London season not held. if; trusted the Secretariat would keep tin Colonial Governments fully informed -about all matters prior to delegates starting. Lord Elgin replied. He stated that with twelve Cabinet Ministers attending the sitting and participating in discussions,, the Conference really had been a eonferenve of governments. lie considered a great advance had been made upon previous Conferences, and believed from the standpoint of business, the Conference had been largely successful. The Premiers dined with Lord Elgin.
