SPEECH BY PRIME MIXISTE/R. London, May 10. Sir H. Campbell Bannerman, at Manchester in a vigorous party speech, incidental}- directed his sarcasm against Mr Balfour's tardily coming into line with tariifs reduced. Mr Balfour waa Count-crancing an attempt to use the Imperial Conference for party purposes. He remarked that the efforts to saw dissension between the Government and ?he Colonies had failed as it deservH to fail. He recognised that a severe struggle was approaching on the questinn of tariff reform. With reference to Prince Von Billow's (German Ch-.i-i----cellor) speech he declared that the suspicion that Great Britain wished to embarrass Germany by raising the question of limitation of armaments wis absolutely unfounded.

Lever, but not its details. "The Bill passed its second reading, and was referred to a committee of the whole House.
