Mr. -Millar expressed regret that owing to some sjuployers of labor nut connected wiih tin* Federation having I accused liim of stricily enforcing some ilaws and not requiring full compliance ! with others, lie liad found himself un- ! able to accede, as he nail intended, to | the Federation's reque-t (made early this year) to suspend' ucJou until after Parliament met and iad considered tiie question. 'ihe Minister, however, said he would personally not oppose legisla- : tion which would allow borough councils, town districts, etc.. other than the | chief centre", being empowered to lix | the statutory weekly half-holiday as I the day to be observed under ihe Fae'tories Act where »hups and factories : were carried on in the same building, jit will thus be seen mat factory owners must observe the requirements of the Act in the meantime, pending action being taken by the Federation when Parliament meet-.
