INTERNATIONAL LAW ON THE I QUESTION. I Received 21st, 4.20 p.m. New York, April 20. The Hon! Elihu Root, United States Secretary for State, addressing the American Society of International Law at Washington, declared that the State of California was not compelled to provide for foreigners, but if it did so provide, it must not discriminate against Japanese.
