SWEETENHAM-DAVIS INCIDENT
A BLUE BOOK. Received 21st, 4.40 p.m. London, April 20. A blue book, which has been published, ghowa that when Lord Elgin was apprised of the letter which Sir J. A. Swetfenham was said to have sent to Admiral Davis, after the Kingston earthquake, he cabled to hiin, if the report was collect, to withdraw the letter, and express regret, inasmuch as it was an highly improper and unbecoming wny of addressing an officer of a friendly nation engaged on an errand of mercy. Sir J. A. Swettenham, in reply, forwarded to Lord Elgin Admiral Davis' letter, and his reply thereto, showing but slight discrepancies with the report that, had reached Lord Elgin, and re-
