INTERNATIONAL ■•COMPLICATIONS" CARNEGIE APPEALS TO THE I KAISER TO PRONOUNCE PEACE. Received loth. i). 40 p.m. New York, April la. Mr. Carnegie, speaking at the dedication of the. Carnegie Institute at Pitching, made a dramatic appeal to the Kaiser to pronounce the word -peace" al the Hague Convention.
General Loc.ciiiicld, the Kaiser's Gen-eral-Adjutant, was present, the Kaiser having asked permission to send a special mission. The Hon. J. Bryce, British Ambassador at Washington, sent a message, regretting he was unable to attend, and oilier members of the British Embassy also declined. France and other countries were represented. Canadian and British visitors regretted the absence of British representatives, their absence being interpreted as marking sympathy with American industrial enterprise.
