MR. HALDANE'S WARNING. Received 10th, 1.5 a.m. London, April !>. Mr. R. B. Haldane, in a memorauduiu, explain* that the special contingent is designed to meet wastage during war, not the needs of mobilisation. The comparison between the Territorial forces and thj citizen forces of the Empire cannot be overlooked. The lessons of the war have been taken to heart by Natal, Canada, and Australia, and unless we now set our houses in order, we wili be soon compelled to follow where we should take pride to lead. REDUCING WOOLWICH ARSENAL WORKERS. ORDERS WITHDRAWN. Received 10th, 1.3 a.m. London, April 0. The War Office is about to discharge 1000 men from the Royal Laboratory at Woolwich and 800 from the gun factory and royal carriages department. Some orders lately issued to the Arseail have been withdrawn.
