IMPERIAL DEFENCE TARIFF
LNlyl-'E PREFEREXt'E PROPOSALS Received 0, 0.3 p.m. London, March 0. Captain Hinkard Smith, speaking at Ktratford-on-Avon, strongly advocated a small tariff of one or two per cent on all foreign manufactures entering the United Kingdom or any portion oi the Empire, the proceeds to be devoted "to naval needs and Imperial defence. This would relieve the Imperial exchequer of many millions which could hereafter be devoted to oivl age pensions and other pressing reforms. The scheme would supply a material link ■between the Motherland and the colonies far stronger than preference.
