London, February 20. The Telegraph eulogises Mr Haldane for placing the Territorials under regular Major-Generals, and adds that the poposals regarding the Volunteers are the best ever propounded. The Daily Mail says is is a great, statesmanlike scheme.
The Standard says the provision against unexpected invasion is painfully exigious. The Daily News, in a not enthusiastic article, doubts if further economy in pursuance of the mandate is possible without the abandonment of linked battalions.

The Right Son. R. B. Haldane ex" plained that the County Association s may exempt Territorials, on payment of 10s, in cases where the men are unable to comply, (living as an instance a worker who is changing his home.
