CLEAN SWEEP GOVERNOR. Loxdo.v, February 21. The New York correspondent of the "Times" reports that under (lie law allowing a Goycrnor to take proofs of the efficiency of State officials, Mr Hughes, Governor of New York Stale, created consternation among politicians and political otlicc-holders by summoning and publiely examining Mr Ecisey. State Insurance Superintendent, a man of integrity and ability, who had refused to resign, preferring to rely on -the support of a friendly State Senate. Mr l£?lsey, in reply to Go\crnor Hughes's questions, confessed lhat'he had read the Armstrong insurance repDrt only cursorily. He made other admissions, and Mr Hughes recommended the Senate lo dismiss him, :
