PROBATION FOR FIRST OF
FENDERS.
Wellington, February 21,
During ii discussion in the Supreme Court to day, Mr .Justice Cooper said lie considered the First Offender's Probation Act ail exceedingly good measure so long as it was discreetly administered, but indiscreetly administered, it eould mean *an element of evil. It Lad, however, been very care* Fully administered by the Courts. He J was very much inclined to think that' many young men know the provisions or this Act aud say, "We can commit a crime and we can go before the Court and ask for probation." He agreed that it was best to keep young men out ot gaol, so long as such a step was consistent with t/ie proper aduiuiisiration of justice.

The County Councils and County boroughs refused to accept the proposals, and a motion was earned in favor of having an assessment made by a magistrate.
