PROBATION FOR FIRST OF

FENDERS.

During ii discussion in the Supreme Court to day, Mr .Justice Cooper said lie considered the First Offender's Probation Act ail exceedingly good measure so long as it was discreetly administered, but indiscreetly administered, it eould mean *an element of evil. He J was very much inclined to think that' many young men know the provisions or this Act aud say, "We can commit a crime and we can go before the Court and ask for probation."
