PARTING SPEECH AT AUCKLAND. Per Press Association. Auckland, January 28. Sir Joseph Ward was entertained at luncheon by the Chamber of Commerce, and delivered a speech relative to the Imperial Conference. He stated that ho hoped the British Government would agree to legislative power to the colonics to enter into tariff treaties with each other, and spoke of the necessity for an Imperial Council. He dwelt on tho necessity for the protection of our commerce at sea, and of our shores. He referred briefly to tho value of the' advice of the mercantile, community in tariff reform. Hearty cheers were given for Sir Joseph and Lady Ward. Tho Premier left later by the Wimmcra for Sydnc) en route for England
