' A Papal Encyclical, expressing the desire to comfort the French Church in her sufferings, assures her thai trials lead to final victory, wherefore the union of the Holy See is iudispen sible. ■ It affirms that the German Public Worship Associations are merely tol erated, not approved, although unlike the French Association, they rceoguised the hierarchy. It moreover affirms the determina tion of the Papacy to defend the inviolability of the" Church's property and liberty. The encyclical denounces the French Association Law as confiscation ol property, and anarchy in public worship.
