The Earl of Crewe undertook that he and the Duke of Devonshire would endeavour to find a halfway house regarding the compulsory taking over of existing schools. The Government' would refuse to admit single schools in rural areas to the privileges of clause 4, but the urban limitation would be removed. The Government could not insist on a mere handful of children being able to block the granting of special facilities, aud was wil ing to give the parents' committee a consultative voice in the appoint ment of a teacher. It would not be right to veto, in the case of new schook under clause 4, the right of appeal conceded to the Board of Education. The Earl of Crewe added that the Government cannot pledge the House of Commons to accept the con-' cessions. I
