THE TRANSVAAL CONSTITUTION.
ADOPTED BT THE HET VOLE Cu-Eipwjf, December 16. The Het Volk Congress at Pretoria unanimously decided to adopt the new Constitution for the Transvaal, which it considers an improvement on that introduced by Mr Alfred Lyttelton I late Colonial Secretarv), but not a full measure of self-government. INCREASING DISSATISFACTION THE CONSTITUTIONAL LIMITATIQjVS. Received 17,10.18 p.m. Capf.towx, December 17. There is increasing dissatisfaction in the Transvaal over the Constitutional limitations. Mr J. W. Sauer, Africander Bond leader, states the limitations will soon beeonie a dead letter.
