Caliiotnian Congressmen greatly re-1 sent President Booseyelt's attitude on the schools question. * Senator Baynor intends to raoye that the United States is powerless to enter into a controversy with any foreign Government in reference to the public school of any State. Be affirms the view that as the American-Japanese Treaty contains no provision bearing on that subject, therefore it was Mr Roosevelt's duty to notify Japan that the State's public schools were not within United States jurisdiction, and that the latter was powerless to regulate or supervise their administration.
