Stolypin, the Premier, in the Ciar'i name, sent an ultimatum u the Finilisn Senate, ordering it to deliver up hundreds of Russian political refugees in Finland, and demanding a reply within a week. TERRORIST EXCESSES. A MURDERER CAPTURED. Received 2ist, 10.49 P m - St. Petersburg, Nov. 21. Terrorists, after killing a policeman, robbed the Odessa Navigation Company's office 0 f four thousand roubles. The assassin, who killed the Commissary of Police at Kurgur, lin 'he Perm district, has been arrested.
