German newspapers recall with disquietude M. Ckmcnceau's past anti-German utterance-. PIQUART'S APPOINTMENT QUESTIONED. Paris, October 24. Senator Millies Lacroix has_ been appointed French Colonial Minister. Leading Paris papers question M. Clemenceau's tact in appointing Gen. Picquart. ________
