NEW PLYMOUTH BOROUGH COUNCIL.
The Borough Council met on Monday. Present: Mis Worship the Mayor, and Crs. Bcllringer, Brooking, j>ioi\:)e. Collis, ) kitchen, Monteath, Wilson and Webster. Upon the reading of the minutes, Cr. Browne revived the question of setting aside a portion of the Cemetery for the interment of the inmates of the Old People's Hume, and advocated adopting such a scheme-. He said he would give notice at a later s 'age to have tile legal aspect of the question looked into. The Uenui Road Board asked that the fire plugs in Clemow (abattoir) road be put in order, and to protect them w-iih wooden boxes. (The Road Board contributes £l2 10/ for the upkeep of this road, which is in the Road Board's area).
Cr. Bellringer said that even in the borough the plugs were only protected with the eubble stones.
The engineer will attend to the matter. The Waiwakaiho Road Board asked that the old Albert Road be restored to good order.—The engineer will attend 10 the matter. RAILWAY WATER SERVICE. The engineer reported upon complaints that meters at the railway station were not working satisfactorily. He was having the matter attendee to. —Mr Kendall will be instructed n piii. the meters in order, or to replaci them with new ones.
The Harbor Board notified that a committtee had been appointed to confer with the borough electric .lighting committee regarding the terms for lighting at the wharf.—Referred to the committee.
Messrs Malonc, Anderson and John■_on wrote concerning the sub-leasi
or one of the borough reserves, asking' if the Council would consent to sub-lease being unregistered. Cr. Brooking suggested the matter be referred to the borough solicitor for a report nl next meeting, as he would like to know exactly where the ■'Council stood. | Cr. Hutchen moved that the Council consent, upon the solicitor findingall papers in order. Sp.condcd by Cr. Wilson and earned'. The District Health Officer, Dr Makgill, asked if the Council would allow the borough sanitary inspector to report to the Department in special cases, provided a small subsidy were paid bv the Department. There were many ca*es in which his services were invaluable. Cr. Wilson asked if this would throw much extra work on Mr Kendall, and ihc engineer replied that whilst ii was expedient for the Council to "ke[>p in with the Department. 1 he would like to know something; of the conditions.
The Mayor moved that the. request b-. acceded to.
Cr. Browne objected to putting -his work on the inspector, unless hey knew' how much the remuneraion would be.
I he Mayor said that, of course, he would not agree unless the subsidy were sufficient, and the duties would not interfere with his services.
Cr. Collis objected to putting this extra work on Mr Kendall, who already had his hands full. Cr. Monicath seconded the motion. Cr. liellringcr advised the engineer to J' have nothing at all to do wiih it.'' and opposed the motion. Cr. Hutchon said that the Mayor's motion, if carried, would leave the mailer with Mr Kendal! to decide, lie did not think the additional duties j would be very severe, as the inspector had already to report to the Council on the same lines.

The Mayor: Mr Kendall. Some time was lost in endeavoring to understand or misunderstand, the motion, which, on being put, was lost bv 6 to 3.
Cr. Collis moved that the matter be referred to Mr Kendall to obtain fuber information, and report to (ho Council.
Cr Ilutchon objected. The Town Clerk, and not Mr Kendall, should conduct the Council's correspondence.
It was decided that the Town Clerk obtain fuller information, the majority of the Council being in favor of tl;e granting of the application if ii can be arranged. Mr A. Shuttlcworth wrote that lie was anxious, but unable, tn sub-di-vide his sections on the corner of Dawson and Bulled streets, as Dawson street was not the full 66 feet wide. Me asked the Council to pass a resolution that in the ease of these streets the Council docs not insist n compliance with section 117 of the Public Works Act. TOWN DRAINAGE.
The sanitary inspector asked authority to extend the sewer from along Robe street from Devon to Powderham street to connect with the Government drainage. The work was authorised.
ELECTRIC LIGHT WORKS. Hie electrical engineer reported that poles and wire ordered were coming to hand. The street lighting was being improved by adjustment Oi the bracket arms on certain poles. Are lamps, though improving, still gave a good deal of trouble. Poles were being creeled on the Carrington road, in preparation lor the extension when authorised. Tile compensating gear sent by Messrs Gilbert Gilkes and Co. had been fixed to each turbine governor at the generating' nation, there were still a drop of 5 per cent, m the speed, which could only be obviated by constant hand regulation. The consulting engineer "ill withhold his certificate until the 'governors'' are made satisfactory.

The clause concerning Waimanu street was deleted, and the Department will be asked to provide access to the beach withou delay.—The re- | port was adopted.
ENCROACHMENTS. The Encroachments Committee presented a supplementary report, stating that they had come to agreements concerning the following encroachments :—Mrs Kcnnington, Wallace Place and Dawson street, 50' per annum rental to be paid; Mrs 11. Gray, Victoria road and Gilbert street, 50/ per annum; Mi S. Teed, Wc'vmouth street, 20/ per annum; Mr' C. Carter, Davy, Wakefield, and Bell streets, 20/ per annum; Mr J. Kemp, Victoria road and 1-ill's street 20/ per annum. The committee had re-considered iis previous recommendation to close and sell the poition of-Gilbert street occupied by Mr H. Gray, as in time it might become a valuable link between Victoria road and Brougham street. Mrs Hempton declined to pay 10/ per annum for the portion of Bailies' lerrace enclosed by her. claiming that it was of no practical use to her, and would really prefer to see it opened out. She had planted it simpl'y to assist ihe borough to beautify that portion of thy town.
