The Congress at Mannheim, by 386 to 5, adopted a compromise in favour of concerted action between trade unions and the Socialist party's central organisations in all enterprises •uch as general strikes, concerning the vital interest of both. The resolution is interpreted as an indication that the German workers wish to avoid the methods of unprac tical Socialist orators such as those recently bringing Russia to the verge of anarchy.
