THE USE OF STRIKES. Received 27th, 9.28 p.m. Berlin, September 27. At the Mannheim Congress, Herr Bebel stated that the Socialists would not provoke a revolution, but must regard a strike en masse as a weapon to b« kept in reserve for the defence of existing rights. If the Government tried to deprive the workers of trie franchise or the right of coalition, a general strike would be justified.
The chairman of the general committee of Trades Unions characteris ed a political strike as general political nonsense.
