Earl Grey, speaking at Vancouver, laid if Canada asked the people of Britain to admit her to their counsels, and she was prepared to assume a share of responsibilities and obligations of the Empire, he was sure she would meet the heartiest response and welcome. Former schemes for Imperial federation being based on pressure and necessity, he hoped >o see a British federation based on selfrespect.
