The report of the Railway Commis sinners shows that the total revenue »-as the largest ever earned, equivalent to 4.51 per cent, on the railway debt of the Stjte. The Commissioner strongly con demned (sic) that the surplus revenue should be devoted first to liquidating liabilities chargeable to revenue, second, to providing funds for additions and improvements to existing lines, and additional rolling stock ; third, to building up a revenue reserve fund to cope with unfavourable seasons, and to meet interest charge without calling on the consolidated revenue for the purpose.
