Sir Edward Grey asked Eossia to reconsider the case of the steamer Knight Commander,' which was sunk by the Buitian squadron during the Bnsso-Japanesc war, notwithstanding the finding of tbe Bussian Supreme Admiralty Council, but Russia declined. Sir E. Grej now proposes that Russia should submit to the Hague Tribunal the questions, whether tbe vessel's destruction was warranted by tbe generally recognised principle of International Law, and if not, what damages should be paid the owners of tbe steamer's cargo.

B.The communication expresses tbe hope that Russia will accept the proposal.
