TRADES' UNION CONGRESS.
Received 5,10.5 p.m. Lassos September 5. The Congress at Liverpool recommended reformed procedure, to enable Parliament to carry private members' measures from session to session, uatil accepted or rejected. It wa3 resolved to appeal to Hie trades for prompt financial aid for the Russian people.
Mr B. 'fillet's resolution in favor-of compnlisory arbitration for trades cos*, putes, was rejected by a large majority.
The Parlimcntary Committee was iftsltgcled to arrange a conferenceiof thie Labor groups, with a view to securing unity _of Parliamentary action oil strict independent line 3
