CHINA'S AWAKENING.
EMPEROR PROMISES A CONSTITUTION. WHEN THE TIME IS RIPE. Received 3rd, 11.5 p.m. l'ekin, September 3. The Kmperor, in an edict promising a Constitution when China is ripe for it. cites the report of the 'ravelling commissioneis - that the cause of China's weakness is the anagonism between the rulers and the ruled, and orders administrative and financial reforms. The edict adds that when these are accomplished and the people educated to understand their relations to the Government, the Constitution will be framed. Dr. Morrison says the decree is an excellent one, and has created a good impression.
