INSURGENTS WILLING TO DISBAND. Havana, August 28. Cuban troops defeated the insurgents near Sienfugos, killing 17. All the insurgents excepting Gu'•rra have signified their willingness to disband if guaranteed immunity. Gucrra is determined to fight until the last Presidental election is annulled. ,
