TO BE RIGOROUSLY SUPPRESSED. .Received 28th, 10.1.0 p.m Havama, August 28. President Paltna [declares the insurrection is only a crazy unjustifiable movement on the part of disoontcnted persons. He proposes to rigorously suppress it, believing leniency would destroy the stability of Cuban institutions.
