PREFERENTIAL VOTING BILL. Received 28, 10.10 p.m. Meliiourne, August 28. Sir W. Lyne introdu :od a new scale 011 strippers, harvesters, and oilier agricultural machinery and implements, lie duty on harvesters and strippers is Sxed at £l6 each, and strippers £B. Sir W. Lyne proposed to fix the price of harvesters at £75 and £7O after the end of this year, and bring lown to £7O and £65 the year after. The duty on metal parts is fixed at 2Jd per lb, and other implements are brought *p to 25 and 20 per contutr, | while a few articles aro placed on the j free list.

On behalf of Labor, it was contended that ifo heavy duties are conceded to local manufacturers, workers ia fajorics would have to receive a share.

Sir W. Lyno intimated this would be dono, either by alteration of tho conditions of jworkers, or by a Wazcs Board.

The debate was adjourned. The Spirit Duties' Bill passed in committoe.

Mr Wilkes 1 noved an amendment that it is not expedient to proceed further with the Sill during the present session, as tli 'to was not time to properly consider it, and the question hod not been considered by tho electors.
