Yesterday, General Minn, commander of the Semenotfsky Regiment, who was so conspicuous suppressing the Moscow insurrection, was assassinated at Peterhoff. General Minn and bis family were .>n the railway platform when a young lady advanced and shot him in the back with a revolver before his wife was able to seize her band. The assailant, when arrested, pointed to a bomb lying near, telling the police to beware. PLOT DISCOVERED AT TIFLIS. THE CZARS INDIGNATION. HIS TELEGRAM TO M. STOLYPIN. Received 27th, 10.11 p.m. St. Petersburg, August 27. Last night a plot was discovered at Tirlis against the life of the Viceroy. Many, including some officers; have been arrested. The Czar telegraphed to M. Stolypin: "Cannot find words to express my indignation. Hope with all my heart that the health of your son and daughter will soon be restored, equally that your other injured daughter is still alive." THE PUBLIC CALLOUS. Reuter's St. Petersburg correspondent reports that feeling here is rather one of rentimental regret than moral abhorrence at the crime. The pub'ic seems tacitly to recognise the existence of civil war, with bayonets and maxims on one side and bombs and revolvers on the other. The majority of the newspapers consider the outrages the outcome of of the exclusion of general society from the Government. Many emphasise the impotence of the regime of repression.
