An affidavit of Tuomas Ball, form'rly officer on a n'iniber of vessels, was submitted to the Arbitration Court, in which In detailed specific instances of crimping at New Castle during the past twelve years, and some within the last twelve months. The allidavit sets forth amounts paid to runners as blood money.
