Boceivod 15, 9.47 p.m. Bomb, August 16, The Pope, reeeiying the Prussian Minister at the Vatican, incidentally regretted that the action of the French Government rendered it impossible for the Church to avoid a conflict witkjhe civil authorities. Pabis, August 15. The Pope's Encyclical to the French bishops has been published in Paris. It deplores the ooming trials, and vigorously denounces a law which is not 1 separation but oppression and discord. It rejects the public worship associations, which it declares are impossible and advises the Canonical instead, nntil the latter has been legally and irrevocably made to embody the Diyiaa immutable rights of the Pontiff and bishops, as constituting their authority over Church property and edifices,

The Pope urges the Bishops and French Catholics to employ all the means the law recognises within the rights of all citizens, to organise/ a worship struggle vigorously in defence of religion, without recourse to sedition or violence. The Encyclical predicts a re-action which will result in the re« sclnding of the laws. « "Le Temps" says: "The Encyclical will grieve all friends of religious peace and the Vatican's intolerance will bear its fruits, This is a country of common sense, desiring above allcalm. "Le Temps" will not admit the present decision is the result of a truly Christian reasonable inspiration. The paradox is, the temples offered by the State are rofused by the religious authority."
