FORESHADOWED AMERICAN LEGISLATION. Received loth, 12.57 a.m. New Yobk, August 14 The Hon. Mr Bonaparte, United States Postmaster-General, in a speech at Cumberland, Maryland, which is interpreted as forecasting legislation on the subject, said the death penalty should inflexibly be imposed on every anarchist attempt on life, direct or indirect. For lesser anarchist offences, brief vigorous imprisonment with severe private flogging should be imposed. Seditious speech should be made a substantive crime, irrespective of its consequences only.
