Eeceived 13th, 11.22 p.m. I Lokdoh, August 13.'*' A correspondent informs the '-Times" • that Persians long ago resented the humiliating subserviency to Russia, whose subsidies|bolstered an oppressed Government. The collapse cf Russia intensified this feeling, and precipitated Persian reforms.
