A SUBURBAN BOROUGH.
RATEPAYERS' RECOMMENDATION. That " suburban borough," the sword that has been suspended by a silken thread over the heads of the Iremblii'g Taranaki County Council, cropped up again on Weluesday night; this time the matter took more definite shape, and a resolution of Cirringtou road ratepayers was evolved. At the ratepayers' meeting at Vogeh town, Mr G. W. Browne s.i-jgested that the Carriugton, Piankley and Eliot road board districts, or portion* of them, should be converted into a suburban borough. He pointed ou! that at present the bulk of the Carriugton Road Board rates come from llie lo.ver end of the district, whilst a very considerable portion of the money went to " the top end." This district was subject to the county rate, but never used the county roads, as the district emptied right into the heart of the New Plymouth borough. The county rates he supposed were "sent down to Parihaltj, or somewhere," and he would rather see it spent at his own door.
Mr Henry Okey followed. These three district paid county rates of about .C'JOO a year, anil out of this th; Oounly Obuncil returned to them about CrtO in subsidy. Thjs year the am rant was £2OO, but there was no sec inly that would be permanent. Ife could no' see how obese dls:r'.,ts were to progress if ISOO odd wms sent out every year without auy return. These districts were suburban, the most valuable portions of the comity. J'\tnn proper lies were just about as highly valued as they could well be, an 1 any fiu'Lher increase ivo I'd have Lo come . n to the .siburban pirts. Since the County Cjundl had grant;d increased subsidy to the throj raid boards mentioned, every other board m the district seemed to I).' on the job. Barret .1!oml Board hid obtained a refund cqinl to the Gmncil bid spc.it a consi lcrable amount of money in t'a' district. I all were going to get subsidy now, there wi'l be none for any Jlou.il Board next year. Tins suburban borough would, get the people out of all their liiiaiiphil dillicultics, and he thought the matter should bo taken up without a moment's hesitation.
O.i the motion of Messrs C. Carle 1 ' and Laughlin, it was decided, "Tha' this meeting of ratepayers recommend to the Carrington, Frankley and Eliot lioad Boards to the advisability of holding a conference to consider the matter of forming a suburban borough ; and to report to a future meeliug of ratepayers interested,"
