The Sea Lords were invited to review the situation and make their own proposals. The question of a change in the standard was never submitted to them. The unanimous decision was partly dne to the other great Powers retarding shipbuilding. Viscount Goschcn deprecated Sir H. CampbeU-Banuernian's encouraging the democracy's Utopian hopes. The democracy knew little about foreign diplomacy, or the struggle of the nati ins for supremacy.
