BEFORE THE HOUSE OF LORDS REDUCTION CONSONANT WITH BRITISH SUPREMACY. Received 31,11.17 p.m. Losdox, July 31. In the House of Lords Earl Cawdor elicited from Lord Tweedmouth. Firs Lord of the Admiralty, an assurance that the reduclion of the naval estimates was consonant with Britain's sea supremacy. Britain was so strong. as to he able to postpone some construction and await improvements. He added in reply to Earl Cawdor's question, whether the Sea Lords originated the reduction or were informed of any change in the policy with regard to the two Power standard, that he initiated the desirability for reductions. The Sea Lords were invited to review the situation and make their own proposals. The question of a change in the standard was never submitted to them. The unanimous decision was partly dne to the other great Powers retarding shipbuilding. Viscount Goschcn deprecated Sir H. CampbeU-Banuernian's encouraging the democracy's Utopian hopes. The democracy knew little about foreign diplomacy, or the struggle of the nati ins for supremacy.
