KING EDWARD'S SPEECH. CAUSES MUCH COMMENT. London, July 30. King Edward, in a farewell inspect ion of the third battalion of tho Scot* Guards, which will be dispensed with under the new Army scheme, said that he regrotted tho corps would shortly be. disbanded. He had never seen a finer body of men. His Majesty promised to preserve the regimental colors at Buckingham Palace, and declared that he hoped either he or hi» successors would see a third battaliotf" carry arms again,
