ATTAINS MAN'S ALLOWED SPAN. [GBEiT CELEBRATIONS IN BIRMINGHAM. HIS MESSAGE TO THE EMPIRE. Received 8, 4.31 p.m. Losdo.v, July . The seventieth, anniversary of Mr Chamberlain's birthday is to be celebrated at Birmingham to-day. ■ The celebrations will be of a nonpolitioal character. To commemorate kti municipal services, a luncheon and reception will be held in Guild Hall. The function includes a procession of a hundred motor cars, which will convey Mr Chamberlain and the chief residents of Birmingham through six public parks, where children are to be assembled. On Monday the function will be of a political character, including a speech in the Singley Hall, and a torchlight procession. i Mr Chamberlain sends a message to th* Empire through the newspapers as follows:—"Treat foreigners as they treat us. Treat your kinsmen better tns! yon treat foreigners, and fiscal reform' is and mast remain the first constructive work of the Unionist party."
