St. PrraasßCEO, July 4. A regular engagement has occurred at Matviaka, in Eastern Russia, between the Cossacks and the peasants. Many of the latter were killed. The Douma has quashed eleven ■lections in the government of Tamboff on the ground of interference with the administration. The Guards' regiment at Krasnol•elo, though vigorously isolated, still manage to hold political meetings daily. Strong guards prevent civilians from approaching the camp. An inquiry, instituted by M. Gorempkin, the Premier, into the Bielostok massacres, has resulted in the exoneration of the officials and troops. The report states that a series of revolutionary attacks and murders of police disorganised the force. Hence resulted a general state of panic favourable to the audacious outrages leading to the outbreak.
