OPENING OF VICTORIAN PARLIAMENT.
Beceived 28,12.57 a.m. Mmbocbne, Jnne 27. Parliament was opened to-day. The speech refers with pleasure to the rich harvest and splendid outlook. It was intended to devote a greater portion of the surplus to paying part of the financial liabilities. Bills would be introduced to provide small improved holdings, which would enable persons who, from lack of means, were unable tn avail themselves of the Closer Settlement Act; compulsory voting at Parliamentary elections; the establishment of further agricultural urigation settlements on the Murray; [[amendment of the liquor, gaming, and bolting Jaws, imposition of indeterminate sentences, and the establishment of a children's Court,
