In tin; new Clumber of Deputies, yosterdiv, M. Sirri-ei, Ihe Premier, outlined the programme ot the Government. He said lliat the Government lavjred extension of the right to firm trade unions to officials in tlaie employ, but it would not allow officials lo strike. The Government favored a reidjustuiont of taxation, distinguishing "etiveea income from capital and intonic from labor. It intends lo fix the M'.irs of work, with a weekly day of rest. Future mining concessions would | secure to the workmen a share of the profits obtained from mines. Inferring • o foreign affairs, he said the Government would giye an example of international conciliation. He hoped the progress of universal opinion would permit the Powers to regard as possible a diminution of military burdens.
