Mr Deakin states that certain suggestions are under review, and will be submitted to Mr Seddon to-day. After Cabinot consideration of proposals respecting preference between New Zealand and the Commonwealth, Mr Deakin and Sir W. Lyne further conferred with Mr Seddon this morning. The whole scheme was carefully gone through and it was found necessary to refer it back to a special meeting of Cabinot to be held after (he opening of Parliament. Mr Seddon in consequence has deferred his departure for Sydney till to-morrow,
