MILITARY PLOT AGAINST THE DUMA. EXCITEMENT IN ST. PETERSBURG. St. Pbtbbsbubq, May 27. The secret recruiting of military officers continues in connection with a plot against the Duma. Active preparations are in progress it Odessa, Kieff and Minsk for the massacres of Jews and Intellectuals. The polioe are favoring the movement.

M. Goremykine's Ministerial declaration was received in dead silence in a crowded house. Opposition speakers were greeted with thunderous cheers.

Professor Goremykine declared tliat the proposed Agrarian solution was unconditionally inadmissable. Goremykine unequivocally disclosed the Ministry's intention to adhere to the old methods of repression. Correspondents show that tho Ministry has constituted itself a wall between the Sovereign and the people, but as the Czar displaced Count Witte in order to avoid an immediate conflict with the Duma, Goremykine is likely to share the same fate.
