PROPOSED REDUCTIONS IN TAXATION. Londok, April SO. In the House of Commons, the Hon. H. H. Asquith (Chancellor of the Exchequer) proposed a substantial re. duction on the debt and a reduction of the differential duty on stripped tobacco to 3s OJd. The coal duty will be withdrawn in November and a penny taken off the tea dnty in July. r
