THE POSTAL CONFERENCE.
Rome, April 23. Sir Joseph Ward and Mr Chapman' inspected the Marconi station. The American and German Companies invited them to visit their installations. The Australian proposal respecting snowball letters and lotteries will be discussed at the Conference this week. NEW ZEALAND'S VOTE Received 25,12.11 a.m. Roue, April 24. Though understood to be favorable, it is now stated that the formal decision of the Postal Congress regarding New Zealand's vote will be taken at the closing sitting. THE CHAIN-LETTER PROPOSAL. Received 25,12.15 a.m. Melboubne, April 24 Mr Chapman's proposal at the Postal Congress regarding chain letters, is that it shall be optional for the country of origin transit, or destination, to refuse transit or to deliver chain letters, whereon the full amount postage has not been 'laid.
