Received 25,12.15 a.m. Melboubne, April 24 Mr Chapman's proposal at the Postal Congress regarding chain letters, is that it shall be optional for the country of origin transit, or destination, to refuse transit or to deliver chain letters, whereon the full amount postage has not been 'laid.
