" The Times " says the Kaiser's remarkable telegram was intended as a sharp lessou to Italy. Its aspect of menace and reproof is most significant. Tho German Press disapprove the telegram. The " Frankfurter Zeitung " says the Triple Alliance has already gone to pieces. Austrian comment states the malice in tho telegram was clearly intended for Italy, yet the Kaiser rendered Count Goluchowski signal dis-servicc. German abstention from any official condolence, or any assistance to the sufferers at Vesuvius is much com. mented on in Italy, whero tho Kaiser's soreness is attributed to the Algecifas Conference.

Emperor Joseph, of Austria, sent n message of condolence to King Emmanuel, with a personal gift of four hundred pounds for the Vesuvius relief fund.
