At the Algeciras Conference Count Welserskeimb, the Austrian delegate, withdrew the Casablanca proposal. Tltf Conference decided that the police should be composed of two thousand five hundred Morroccau troops under the Sultan's authority, the training being entrusted to twenty French and Spanish officers and forty non-commis-sioued officers, at an annual expenditure of one hundred thousand sterling.
