Sir West Bidgeway's South Afric» Committee is instructed to report with the utmost despatch the effect upon the representation of the- Witwatersrand, of towns outside the Witwatersrand, and of purely local district*, of the division of the Transvaal into sixty members' constituencies, according to t different basis of representation ; alio, Inquire and report on the effect of substituting manhood suffrage for the qualification embodied in Clause 3 of the Letters Patent, 1906 j Consider aiid report on any proposal! for the representation of urban or rural interests other than division into single membered divisions; > ? Also to consider to what extent tho census of 1904 is unreliable with regard to somo localities, and the possibility of adopting a workable estimate | Make similar enquiries regarding Orangia;

Also study the proposals discussed at the conference of loaders of the various parties. -

Finally they are instructed to con. aider if the suggestion of manhood suffrage, coupled with a larger margenal discretion, deliiuitiagidivisions, might materially modify ! the situation and tend to make the Constitution generally more acceptable;

If manhood'suffrage, to place on the voters' roll cortain classes, whose admission, especially in tho cases of younger farmers, is desirable.
